Santo Domingo, RD El Ministerio de la Presidencia presentó al Colegio Dominicano de Ingenieros, Arquitectos y Agrimensores (Codia) todos los detalles del Plan Nacional de vivienda Familia Feliz, con el objetivo de otorgar a los miembros de la institución la debida participación que les corresponde como asesores del Estado en materia construcción, tal como lo expresa la Ley 6160.
El plan fue presentado por Jaime González, viceministro de Desarrollo Social, quien destacó que los miembros del gremio podrán participar, inclusive en el diseño de las viviendas, pertenezcan o no a un consorcio del sector construcción.
“Para esto es necesario que presenten una propuesta donde indiquen la cantidad de viviendas a las que se ajusta su presupuesto y el tiempo de entrega. Si cumplen con los requisitos se les asignará el proyecto. Lo importante es que todos pongamos nuestro granito de arena para dignificar a las familias dominicanas”, expresó González.
Durante su exposición a los profesionales de la ingeniería y la arquitectura, González detalló los procedimientos que serán llevados a cabo para la ejecución del plan, desde la identificación y evaluación de los terrenos, hasta la entrega de títulos a los propietarios, indicando en cada caso las organizaciones responsables.
Enfatizó que la importancia del proyecto es que, además de brindar facilidad de accesos a viviendas propias, el plan promueve un estilo de vida digno, responsable y seguro, que compromete a cada familia a realizar actividades en beneficio de su desarrollo.
“Los miembros menores de edad de cada familia deben estudiar, los mayores que no estudian deben acceder a programas de formación vocacional, entre otras vinculaciones que serán monitoreadas de manera periódica”, indicó González.
Respecto a las instituciones que participarán en el programa, González destacó que “la Unidad para el Reordenamiento Barrial y Entornos (URBE) se encargará del levantamiento y evaluación de los terrenos, así como del diseño urbanístico; el Sistema Único de Beneficiarios (Siuben) analizará a las familias que viven en esas zonas y, de acuerdo con los resultados del censo, entregará las propuestas de planes que entregará a Progresando con Solidaridad (Prosoli), institución que hará la elección de los beneficiarios de acuerdo a sus ingresos”.
Agregó que la Comisión Permanente de Titulación de Terrenos del Estado (CPTTE) tendrá la responsabilidad de sanear los terrenos y de ejecutar los procesos de títulos a propietarios, los cuales se entregarán una vez estos hayan completado el pago de las viviendas.
El presidente del Codia, Francisco Marte Martínez, agradeció al gobierno que encabeza el presidente Luis Abinader que les tome en cuenta, para que los miembros del organismo que representa sean parte activa de este proyecto, asegurando que servirán de guardianes en beneficio de los ciudadanos dominicanos.
“Con nuestra participación en el desarrollo de este proyecto, garantizan que la inversión será distribuida de manera responsable en términos de calidad, pues contamos con profesionales certificados y en términos de equidad, ya que no solo los grandes consorcios podrán ejecutar las obras, sino que serán distribuidas de acuerdo a las propuestas recibidas”, acotó Marte.
Subrayó que este acercamiento es de gran importancia para los miembros del Codia, quienes asegura aportarán todos sus conocimientos y experiencias para que la planificación y ejecución de la construcción de viviendas tenga los mejores resultados.
Familias recibirán bonos
Además del Bono Inicial, destinado para subsidiar el pago de la inicial de las viviendas y el Bono Tasa, para facilitar los pagos mensuales de los nuevos propietarios, González, explicó que será entregado un Bono Desalojo, con el que se pretende contribuir a las familias para la adquisición de las viviendas donde residirán en caso de sean necesaria la mudanza por construcción.
“No haremos desalojos, tampoco enviaremos a las familias a lugares donde vivirán de manera provisional, eso lo decide cada familia, pero entregaremos un bono que aportará al pago inicial de la vivienda donde estarán hasta que les entreguemos sus casas propias”, manifestó González.
Miembros del Codia participarán en la planificación y ejecución del Plan Nacional de vivienda Familia Feliz.
